Rishi Sunak is facing a potential revolt from up to 40 Tory MPs over controversial plans to criminalize homelessness.

What the proposed laws entail

The proposed Criminal Justice Bill would empower police to fine rough sleepers deemed as "nuisances" up to £2,500 or even incarcerate them. Additionally, the legislation would give authorities the ability to displace homeless individuals, prohibit begging, and expand drug testing capabilities on arrested suspects.

Backlash and negotiations

The bill has been put on hold by No10 as government whips work to negotiate with MPs who both oppose and support the measures. Business Minister Kevin Hollinrake has refrained from indicating his stance on the issue.

Opposition and calls for reconsideration

The revolt against the proposed legislation is led by joint-1922 committee chief Bob Blackman and supported by One Nation moderate MPs, including figures like Sir Iain Duncan Smith and Damian Green. Blackman emphasized the potential criminalization of individuals with no alternatives but to sleep on the streets and urged ministers to reconsider.

Perspectives from charity organizations

Polly Neate, chief executive of homelessness charity Shelter, strongly opposes the bill, advocating for preventive measures to keep individuals off the streets. Neate stresses the importance of providing suitable emergency accommodation and investing in affordable social housing to eradicate homelessness.
