Labour Presses Ahead with Free Speech Safeguards

Labour's Education Secretary, Bridget Phillipson, has announced that the party will enforce free speech protections at universities in response to backlash from campaigners. Phillipson had previously faced criticism for pausing the implementation of Tory laws aimed at safeguarding open expression on campuses.

Importance of Fundamental Freedoms

In a recent statement, Phillipson emphasized that the fundamental freedoms of speech and expression are paramount, surpassing the desire of some students not to be offended. She underlined that universities should be spaces for the open exposure and debate of ideas, rather than platforms for silencing differing viewpoints.

Changes to Legislation

While Phillipson will uphold the Higher Education Free Speech Act, she has made modifications to the original Conservative plan. Notably, the law grants watchdog powers to investigate and fine universities for free speech violations and prohibits the use of non-disclosure agreements in cases of harassment or sexual misconduct. However, the provision allowing individuals to sue universities for potential breaches has been removed. Additionally, the requirement for foreign governments funding university projects to disclose their support has been put on hold.

Response to Criticism

Phillipson faced backlash for initially pausing the enactment of the legislation, with 600 academics condemning the decision. She defended her actions by expressing concerns that the Act could enable the spread of hatred on campuses, such as permitting Holocaust deniers to propagate their views and incite abuse against Jewish students.

Opposition Reaction

Tory Shadow Education Secretary, Laura Trott, criticized Phillipson's initial stance on the issue, labeling it a mistake that should have been rectified sooner. Trott highlighted the importance of liberal education principles and expressed relief that Labour has now decided to move forward with enforcing free speech safeguards at universities.
