In a four-page rider titled Organising a visit for Philip Duffy CEO, his personal adviser outlined his requirements for regional meetings, such as a 10 am start time as he is "not an early bird" and a 2 pm finish on Fridays.

The demands also include short and snappy sessions, fresh PPE for site visits, and a request for sustainable sandwiches, which has sparked amusement among staff. The TaxPayers’ Alliance has criticized the CEO for prioritizing his own comfort over delivering value.
Environment Agency's defense
In response, an Environment Agency spokesperson stated that Mr. Duffy was not aware of the crib sheet and did not agree to its contents. They highlighted his efforts to lead positive change within the organization and emphasized the importance of his visits to witness staff's work firsthand.
