The party will promise to introduce new ‘Respect Orders’ – ASBO-style punishments for adult yobs who inflict misery on their communities.

Sir Tony introduced Anti-social Behaviour Orders in 1998 but they were scrapped in 2014 after legal challenges.

Labour say police feel “toothless” without them, and that last year one in three people experienced loutish behaviour.

New “Respect Orders” would be slapped on adult yobs who inflict misery on communities.

They would be fined or jailed if they breach them.

Sir Tony said: “When in power, we became the first government since the war to cut crime.

“Most of all, we managed it because we focused. And we focused because we cared.

“I hate it when people are afraid in their own communities, avoiding their own town centres, worried their children will be drawn into gangs — and knowing that at present those committing the crimes are unlikely to face punishment.”

He also said yobs were a minority who “can terrorise the majority”.

But he added: “Zero-tolerance is the right approach. Tolerate anti-social behaviour and you create an environment in which more serious crime flourishes.

“Right now, our criminal justice system is broken again. This is the time to begin fixing it.”
