Fans Disappointed with Campaign and Multiplayer

Some claimed that they were explicitly told it was an expansion for Modern Warfare 2. This confusion likely contributed to the game's lack of original content and overall disappointment.
Inefficient Development Process
Developers also faced inefficiencies during the production of Modern Warfare 3. They had to run most of their progress past another Call of Duty studio, Infinity Ward, which led to delays and unnecessary changes. This further hindered the game's development and resulted in a subpar final product.
