The National Counter Terrorism Security Office shared that in the event of an attack, it would likely be carried out by a self-initiated Islamist terrorist targeting civilians engaged in the democratic process in a public location. The UK National Threat Level is also reported to be "substantial."

The leaked document also mentioned IS fanatic Ali Harbi Ali's intention to target various MPs, including cabinet minister Michael Gove, as a form of revenge for airstrikes on Syria. Additionally, Reform UK leader Nigel Farage recently faced attacks, prompting the Home Office to offer him private security.
