The number of indecent exposure and voyeurism incidents shot up by a shocking 65% since 2015.
Meanwhile, stalking and harassment now accounts for a third of all police recorded violence.
Incidents have risen to more than 700,000.
Shadow Home Secretary Yvette Cooper said: “Flashing is a serious crime but too often isn’t taken seriously enough and there is no follow up action.
“Neighbourhood police should be at the heart of community policing, gathering intelligence, supporting victims and stopping persistent offenders.
“Labour believes neighbourhood policing and safer streets go hand in hand, which is why we will deliver 13,000 extra neighbourhood officers and PCSOs to Britain’s streets.”

Evil abusers could be tagged so police are alerted whenever they travel near a victim’s home.
Domestic abusers jailed for a year or more for coercive control, including suspended sentences, will now be put on a violent and sex offender register.
They’ll have to give cops any addresses they stay at for more than a week, inform them of bank details, when they travel overseas and when they stay in a household with a child.
Forces will also be instructed to treat domestic abuse with the same seriousness and intensity as terrorism.
Home Secretary Suella Braverman said: “Domestic abuse is a despicable crime that leads to people’s closest relationships becoming a frightening existence of torment, pain, fear, and anxiety.
“It is completely unacceptable and as home secretary I will do everything in my power to stop it.”
