Eight million more homes would be needed to cope with the influx — creating 15 new cities with the population of Birmingham, where one million people live.
Net migration reached a new high of 606,000 last year.
The UK population is 67million but has increased by nine million over the past 25 years.
PM Rishi Sunak has refused to commit to firm targets on reducing migration.
Migration Watch, which based its predictions on the influx continuing at last year’s levels, wants ministers to slash net migration to the tens of thousands to ease pressures on housing and the countryside.
Chairman Alp Mehmet said: “The impact of runaway, mass, immigration is huge, and housing is just one aspect of our lives that is adversely affected.
The public wants immigration to be cut and they have been ignored for far too long.”
