New Regulations Aim to Restrict Data Sources and Ensure Security

China has announced the release of draft security regulations for companies providing generative artificial intelligence (AI) services. These regulations, proposed by the National Information Security Standardization Committee, include restrictions on the data sources used for AI model training.

What is Generative AI?

Generative AI is a technology that enables machines to perform tasks by analyzing historical data and generating new content based on that training. This includes text and images. OpenAI's ChatGPT chatbot is an example of the capabilities of generative AI.

Restrictions on Data Content

The proposed regulations recommend conducting a security evaluation on the content used to train publicly accessible generative AI models. Content that exceeds "5% in the form of unlawful and detrimental information" will be blacklisted. This includes content advocating terrorism, violence, subversion of the socialist system, harm to the country's reputation, and actions undermining national cohesion and societal stability.

Avoiding Censorship and Protecting Personal Data

The draft regulations also highlight that data subject to censorship on the Chinese internet should not be used as training material for these AI models. The regulations further require organizations to obtain explicit consent from individuals whose personal data, including biometric information, is used for training. The guidelines also include instructions on preventing infringements related to intellectual property.

China's Ambitions in AI

China views AI as a domain where it aims to compete with the United States. The country has set its sights on becoming a global leader in AI by 2030. These new regulations are part of China's efforts to establish a regulatory framework for AI technologies.

It is worth noting that nations worldwide are grappling with how to regulate AI, and China is taking steps to ensure the security and responsible use of this technology.
